A benefit concert

Primary  - describes people without conventional accommodation.
living on the streets, sleeping in parks, squatting in derelict buildings, living in improvised dwellings (such as sheds, garages or cabins) and using cars or train carriages for shelter.

Secondary - describes people who move frequently from one form of shelter to another, this includes emergency or transitional accommodation provided under the Supported Accommodation Assistance Program (SAAP) and people temporarily living with other households or boarding houses on a short term basis as they have no accommodation of their own. Defined as 12 weeks or less.

Tertiary - describes people who live in boarding houses. Defined as 13 weeks or longer as their accommodation does not have the security of a tenure provided by a lease.
